Just months after rushing to order enough swine-flu vaccine to protect their citizens, European governments are canceling orders and trying to sell or give away extra doses as they sit on a glut of the vaccine.

The main reason: European health officials decided that only one shot per person was needed, instead of the two originally planned. Low demand is also to blame. Many Europeans believe the pandemic has turned out to be fairly mild, and don’t see a reason to get vaccinated. PORT-AU-PRINCE — The United States, France, Canada and governments across Latin America were gearing up to help Haiti, after a massive 7.0 earthquake leveled buildings and caused an unknown number of casualties.

US President Barack Obama said his government stood “ready to assist the people of Haiti,” as the State Department, USAID and United States Southern Command mobilized, the White House said, “to coordinate an assessment and any such assistance.”

In Paris, Foreign Minister Bernard Kouchner said France “expresses its complete solidarity” with Haiti, adding that his ministry’s crisis center had begun working “to mobilize and dispatch without delay urgent aid to Port-au-Prince.” Read the full story

Confidential intelligence documents obtained by The Times show that Iran is working on testing a key final component of a nuclear bomb.

The notes, from Iran’s most sensitive military nuclear project, describe a four-year plan to test a neutron initiator, the component of a nuclear bomb that triggers an explosion. A joint venture between the UK’s Shell and Malaysia’s Petronas oil companies has won the right to develop Iraq’s giant Majnoon oil field.

A total of 44 companies took part in a bid for 10 fields in the second such auction since the invasion in 2003.

The Netherlands were the surprise beneficiary of FIFA’s late decision to abandon the principles of the 2002, 2006 World Cup draw’s seeding formula.

In those cycles, FIFA assigned weights to the two preceding World Cup finishes along with the end-of-year FIFA World Rankings from the last three years.

Today, when announcing the eight seeded teams that will be draw into separate groups for World Cup 2010, FIFA disclosed that the only factor in this year’s seeding was the October 2009 FIFA World Ranking.  The top seven nations from that last will join host nation South Africa as seeds for Friday’s draw. The operators of the Large Hadron Collider have successfully sent a beam of protons around the ring of the world’s largest particle collider.

It is the first time the Large Hadron Collider, or LHC, has been operational since September 2008, when an electrical connection in the collider’s magnets melted, causing a tonne of super-cooled liquid helium to leak into the tunnel.

CERN, the European Organization for Nuclear Research, announced the success on Twitter on Friday afternoon ET.

A new report appearing in The Journal of Leukocyte Biology argues that human missions to Mars, as well as all other long-term space flights might be compromised by microbial hitchhikers, such as bacteria. That’s because long-term space travel packs a one-two punch to astronauts: first it appears to weaken their immune systems; and second, it increases the virulence and growth of microbes.

This combination of factors makes it vital for scientists to find tools that can help people cope with these microscopic hitchhikers before they lead to disease, especially since astronauts will not have the ability to return home to a hospital.

“When people think of space travel, often the vast distances are what come to mind first,” said Jean-Pol Frippiat, one of the report’s co-authors from Nancy-University in France, “but even after we figure out a way to cover these distances in a reasonable amount of time, we still need to figure out how astronauts are going to overcome disease and sickness.”

Frippiat and colleagues based their conclusions on studies showing that immune systems of both people and animals in space flight conditions are significantly weaker than their grounded counterparts. They also reviewed studies that examined the effects of space flight conditions and altered gravity on virulence and growth of common pathogens such as Salmonella, E. coli and Staphylococcus. These studies show that these bacteria reproduce more rapidly in space flight conditions, leading to increased risk of contamination, colonization and serious infection.

“As clearly outlined by the researchers, we are unlikely to remain healthy when leaving earth for prolonged periods,” said Luis Montaner, Editor-in-Chief of The Journal of Leukocyte Biology. “Unfortunately, because spacecraft technology is way ahead of our understanding of how to maintain human health, disease-free survival after reaching Mars or establishing a colony on the Moon may be problematic.”

Defense Minister Ehud Barak told world diplomats on Tuesday that the Goldstone report, which accuses Israel of having committed war crimes in Gaza, is “false, distorted and promotes terror.”

Speaking to the foreign ministers of France, Britian, Spain and Norway, among others, ahead of a United Nations debate on the report scheduled for Thursday, Barak said that adopting the report would give terror organizations around the world an advantage.

“The democratic nations of the world must understand that adopting the report will cripple their ability to deal with terror organizations, and terror in general,” Barak said.

On Wednesday, it emerged that the UN Human Rights Council’s debate over the Goldstone report will also deal with Jerusalem, the Temple Mount riots and the siege of Gaza, according to a resolution the Palestinian Authority and a group of countries intend to submit.

According to a political source in Jerusalem, the PA’s ambassador to UN institutions in Geneva, Ibrahim Khraishi, told the ambassadors of the countries involved, most of them Arab and Muslim, that the main motivation behind the Palestinian request to discuss the Goldstone report stemmed from “Israeli provocations in Jerusalem.” The Palestinians had originally decided not to have the report discussed.

The Palestinian ambassador said Israel must be shown that it cannot evade international law.

The new draft resolution is entitled “The human rights situation in the Occupied Palestinian Territory, including East Jerusalem.”

The resolution, which Foreign Ministry sources have described as “very extreme,” has three parts: East Jerusalem, the Goldstone report on Operation Cast Lead, and the report by the UN’s human rights commissioner on conditions in the Gaza Strip.

An official at the Foreign Ministry says the draft “will only serve to show how excessive the Palestinian claims really are.”

The deliberations at the council will take place Thursday and Friday, with a vote on the resolution on Monday.

At least 71 people have been confirmed dead and other 746 lying critically ill of a yet to be diagnosed disease in northeast Nigeria's Adamawa State, reported on Friday. Bubakari Musa Kamale, state commissioner for information, confirmed the death toll, saying the nature of the disease has not been determined. The official said the state government is waiting for the outcome of the specimen sent for analysis. The epidemic has continued unabated for the past weeks, he said, ruling out the outbreak of cholera. "This is a strange disease that is characterized by excessive vomiting, diarrhea, high fever and in some instances, coughing," said the commissioner. According to Kamale, the samples have since been sent for analysis to teaching hospitals in southwest Nigeria's Oyo State and northern Borno State, as well as to France and the United States. He said the state government had taken measures to arrest the situation from spreading by providing drugs to the Health Ministry for administration in the affected areas.

The ban on smoking in public places, such as bars and restaurants, has been one of the greatest public health debates of the early 21st century. Now, two large studies suggest that communities that pass laws to curb secondhand smoke get a big payoff—a drop in heart attacks.

Overall, American, Canadian, and European cities that have implemented smoking bans had an average of 17% fewer heart attacks in the first year, compared with communities who had not taken such measures. Then, each year after implementing smoking bans (at least for the first three years, the longest period studied), smoke-free communities have an average 26% decline in heart attacks, compared with those areas that still allow smokers to light up in public places.
